Uttar Pradesh accounted for 9.5 percent of total Indian Penal Code (IPC) crimes reported in the country followed by Madhya Pradesh (8.9 percent), Maharashtra (8.8 percent) and Kerala (8.7 percent), while Delhi reported the highest crime rate, or incidents per 100,000 persons at 974.9 followed by Kerala at 727.6 and Madhya Pradesh at 337.9 against the national average of 233.6. The state registered a marginal hike in total crimes. Mumbai also had the second highest number of rape cases, at 712 cases, after Delhi that had 1,996 cases. State capital, Hyderabad, is the second most risky metropolitan city for married women after Delhi.
The number of cyber crimes has dipped from 703 in 2014 to 593 in 2016.
A total of 32 people also died or disappeared in the country a year ago while they were under the remand of the police. Mumbai followed Delhi, which topped the list with 33 percent of the cases.
Delhi, with 3,746 cases, was followed by Mumbai with 2,183 cases, and Bengaluru (820 cases) in 2016.

The state topped the country in cases of assault on women with intent to outrage her modesty, as 11,396 cases were registered in 2016; ranking second in kidnapping and abduction of women, with 6,170 cases; and third in cases of rape, with 4,189 cases. While illegal gains were the main motiviation for cyber crimes with 267 cases, revenge was the motivation in 217 cases out of the total 593 cases registered in 2016.
While Uttar Pradesh reported 4,889 murder cases, the national capital reported almost 40 percent of rape cases. Madhya Pradesh and Uttar Pradesh reported the highest incidence of rape with 4,882 cases (12.5%) and 4,816 (12.4%), respectively, followed by Maharashtra with 4,189 cases (10.7%) during 2016.
Uttar Pradesh also saw the highest number of crimes against women with 14.5 percent (49,262 cases) of the total cases. The Congress party has been trying to woo the Dalits, STs and other backward classes of the state in its Gujarat Assembly election campaign by regularly speaking about such atrocities being committees against them allegedly by fringe groups who are patronized by the state's ruling BJP. The overall figure of missing persons (adults and minors) stood at 5,49, 008 for 2016. No crimes were recorded under Section 66F (cyber terrorism) in the State.
Among the metropolitan cities covered in the report, Delhi predictably ranked the highest in total number of IPC crimes, registering 38.8 per cent of the total of 2,95,002 IPC crimes registered across 19 such cities that were covered in the report.
