Harley said in a Monday filing that European Union tariffs on its motorcycles built in the USA just jumped from 6% to 31%, adding roughly $2,200 to the cost of each. The total financial hit to the company will be in the range of $90 to $100 million per year, but the company said it would not pass those costs onto consumers in the form of higher prices.
European sales of Harley-Davidson motorcycles, the company pointed out, amounted to almost 40,000 bikes in 2017.
"Harley-Davidson maintains a strong commitment to USA -based manufacturing which is valued by riders globally", the company said in a statement.
In a Securities and Exchange Commission filing Monday, Harley-Davidson said the tariffs imposed by the European Union "would have an immediate and lasting detrimental impact to its business in the region". That will make each bike about $2,200 more expensive to export, Harley-Davidson said.
The Dow fell by more than 300 points on Monday amid growing worries about trade.
Either way, Harley-Davidson's announcement drew criticism from the White House.
But many members of the president's own party oppose his trade policy.
India's 50% and similar tariffs on imported motorcycles make it hard to sell in those markets.
As a result, recent tariffs imposed by Trump simply won't work, Donovan said.
"President Trump will continue to push for free, fair and reciprocal trade, in hopes that the European Union will join us", Ms Sanders said.

"Brazil practicing and Neymar participating normally in the team's activity", the federation said in a Twitter post. Neymar had already practiced separately from his teammates on Monday.
Harley-Davidson has disputed those allegations, arguing the move was about boosting overseas sales.
The EU's tariffs retaliating against Trump's steel and aluminum levies will cost Harley about $2,200 per bike shipped to Europe, according to a Monday filing.
Harley-Davidson's warning is a huge blow for the Republican President, who says he is safeguarding jobs in the US's industrial hotspots. "Most global trade is still in manufacturing, and the combination of the steel and aluminum tariffs, the coming China tariffs, and the various retaliatory actions are going to increase costs for many manufacturers", Alden said.
United Steelworkers, a labor union representing some of the motorcycle maker's U.S. employees, said Monday that Harley-Davidson had long since begun to shift its manufacturing operations overseas.
U.S. president Donald Trump has used Harley-Davidson as an example of a United States business that is being harmed by trade barriers.
Harley-Davidson is an American company originally founded in Milwaukee, Wisconsin, by two friends working out of a backyard.
"We are extremely anxious about the consequences of a trade war and are urging the White House to not advance with this plan", Ryan's spokeswoman, AshLee Strong has previously revealed. In January, it said it would consolidate its Kansas City, Missouri, plant into its York, Pennsylvania, facility. But he says the ultimate goal is the removal of all tariffs so "we don't have this tit for tat on any number of products out there".
It also has production facilities in India, Brazil and Thailand.
The company said the EU's tariff increase - to 31%, from the current 6% - would increase the cost of every motorcycle shipped from the United States to Europe by $2,200. "Europe is a critical market for Harley-Davidson", the company said. The EU threatened that its payback for those levies would be to boost taxes on United States motorcycles, Levi Strauss jeans and bourbon whiskey.
