In the video, the unidentified man screams at and harasses the woman because of her shirt, asking if she is a citizen and saying she should be wearing an American flag. Puerto Rico is a USA commonwealth.
The June 14 video, which runs 36 minutes long, shows an irate man approaching Mia Irizarry as she waited for her family at a picnic area in the Forest Preserves of Cook County to celebrate her 24th birthday. But Puerto Rico's power authority, PREPA, which is undergoing major changes and is bankrupt, has not agreed to buy the generators so far.
In the video, the man can be seen walking up to Irizarry, saying, "You should not be wearing that in the United States of America", and asking her, "Are you a citizen?"
The man again approaches Irizarry in a threatening manner while she begs him to stay away.
"If you're an American citizen, you should not be wearing that shirt in America", he says at another point.
'The United States of America is a nation that was built and thrives on diversity, ' Rosello continued in a separate tweet. He asks her if she is an American citizen, to which she responds that she is.
Ironically, the initial officer wound up taking the official report from Irizarry, who pointed out that she asked for his assistance multiple times.
Then she says: "Officer, I'm renting, I paid for a permit for this area".
"I don't think it's appropriate to make that call that he should be fired until the investigation is done", she said.

The Forest Preserves, which Yahoo Lifestyle could not reach for comment, tweeted that the officer had been reassigned to desk duty until an investigation is complete, and that the intoxicated man had been arrested for disorderly conduct and assault.

Later, more police arrive and Irizarry says she still doesn't feel safe.
Let's imagine if a white woman said she was being harassed by a Black or Latin person, the police would have dragged them to jail, tased or even shot him.
On Monday, Puerto Rico's Governor Ricardo Rosselo tweeted an angry reaction about the incident. The Army Corps said the two other generators will remain "until PREPA determines there is sufficient power generation and/or transmission".
The officer appears to finally engage and Irizarry can be heard saying, "OK, well how come you're saying something when [my brother's] going up, but when he was coming up to me, you didn't do anything?"
Gov. Rossello wrote on Twitter that he is "appalled, shocked & disturbed by the officer's behavior... People have just as much right to be here as you and when you're drunk, you don't belong here".
And, adding a bit of customer relations to help make things right, the county gave Irizarry zoo passes to the Brookfield Zoo, which is owned by the Cook County Forest Preserve District.
Rossello added that Cook County is home to a diverse population and he believes Cook County Board President Toni Preckwinkle will handle the incident properly.
